Q447. What information must be reported by subpart W (petroleum and natural gas systems) facilities?

A447. Under the final rule, covered facilities will report the following information:
- Annual CO2, CH4, and N2O emissions reported separately for offshore petroleum and natural gas production, onshore petroleum and natural gas production, onshore natural gas processing, onshore natural gas transmission compression, underground natural gas storage, liquefied natural gas (LNG) storage, LNG import and export equipment, natural gas distribution, onshore petroleum and natural gas gathering and boosting, and onshore natural gas transmission pipeline.
- Within each industry segment, CO2, CH4, and N2O emissions aggregated or individually for each emission source type as specified in 40 CFR 98.232.
- Activity data as specified, either aggregated or individually for each source type.
- Industry segment-specific information. As specified in 40 CFR 98.236(aa), there are several pieces of specific information for each applicable industry segment that must be reported, by using flow meters for quantities that are sent to sale or through the facility or best available data for other quantities. These include annual throughputs, production data, well data, sub-basin data, well-pad site data, gathering and boosting site data, equipment specifications, and storage capacities. - Missing data, as applicable. For any missing data procedures used, report the information in 40 CFR 98.3(c)(8) except as provided in paragraphs (1) and (2) of 40 CFR 98.236(bb).
- In accordance with 40 CFR 98.232(k), CO2, CH4, and N2O combustion emissions must be reported from each stationary fuel combustion unit by following the GHGRP requirements of 40 CFR part 98, subpart C except for facilities under the onshore petroleum and natural gas production, natural gas distribution, and onshore petroleum and natural gas gathering and boosting industry segments. These industry segments must report stationary fuel combustion emissions as specified in 40 CFR 98.232(c)(22), (i)(7), and (j)(12), respectively. Facilities in the natural gas transmission pipeline industry segment are not required to report combustion emissions under either subpart C or subpart W.
