Anyone who intends to use a portal application must first register as a portal user. 

Need to create a Portal account? 

EPA's Central Data Exchange (CDX) supports a large number of the Agency's electronic reporting systems. All portal user accounts are CDX user accounts.

If you do NOT have an active CDX account

You need to complete full user registration to create a new CDX/portal account. 

  1. Visit the Portal login page.
  2. Click the CREATE ACCOUNT button.
  3. Complete the user registration process. 

If you have and active a CDX account

You need to complete a short user registration to connect your CDX account to the portal.

  1. Visit the Portal login page.
  2. Enter your Username (your CDX "user id") and click the NEXT button.
  3. If prompted for your password, enter it.
  4. Complete the user registration process.
