A732. No, the GHGRP does not cover all emissions from petroleum and natural gas systems.  Facilities included in the petroleum and natural gas systems source category are required to submit annual reports only if the facility's total annual emissions from all sources covered by the GHGRP exceed 25,000 metric tons CO2e. Therefore, the GHGRP data does not include emissions from smaller petroleum and natural gas facilities that do not exceed this reporting threshold.
