HAWK – Questions about HFC Reporting
Breadcrumbs
Changed
Two Hydrofluorocarbon (HFC) reporting programs called “HAWK”
1. Technology Transitions Program
EPA’s Technology Transitions Program limits the use of climate-damaging HFCs in specific technology sectors and subsectors, such as foam, aerosols, and refrigeration, air conditioning, and heat pumps. (Technology Transitions Program | US EPA)
This HAWK is reached through CDX, from your MyCDX page, not in the e-GGRT/HAWK “portal”. In CDX it appears as the Program Service named HFC-ODS-R.
All questions regarding this program, including how to submit a Technology Transitions Report, should be emailed to HFCTransitions@epa.gov
Useful Technology Transitions resources:
- Program and forms page
- Reporting user guide — pages 40–41 show how to get there from your MyCDX page, and page 70 covers submitting the form.
2. HFC Allowance Allocation and Reporting
The American Innovation and Manufacturing (AIM) Act authorizes EPA to phase down production and consumption of HFCs in the United States by 85 percent by 2036. (HFC Allowance Allocation and Reporting | US EPA)
This HAWK is in the portal alongside the GHGRP’s e-GGRT. Here you are associated with a registered Company, and Company IDs look like AIM###.
Questions about the program itself send to HFCAllocation@epa.gov, including:
- Who must report, and what the reporting requirements are
- Registering a Company and other company-level changes
- Which report type or form applies to you
- The status of a submission or questions about allowances
Questions about using (or, trouble using) the HAWK webpage send to GHGreporting@epa.gov, including:
- Error messages when you submit or upload
- Reporting spreadsheets that won't upload or are rejected
- Trouble signing in, or problems during user registration
- Questions about your Electronic Signature Agreement (ESA)
Don't register a facility in e-GGRT in order to submit an HFC form.
Technology Transitions forms and HFC Allowance Allocation forms are not submitted in e-GGRT, and registering a facility there does not create a route to them. If you have already done this, contact us and we can remove it.
NOTE: Some entities are subject to both the HFC Allowance Allocation and Reporting Program and the GHGRP (to report Subpart OO). These entities must register separately within the portal as a company in HAWK and as a facility in e-GGRT.
