A733. EPA does not have an exact estimate of what percent of U.S. emissions from petroleum and natural gas systems are reported.  The petroleum and natural gas systems source category (Subpart W) requires reporting from facilities that emit greater than 25,000 metric tons CO2e from applicable emission source types.  It is difficult to quantify what net emissions occur below the threshold or from emission source types that are not subject to reporting.  Beginning in RY2025, several additional source types have been added under Subpart W, which will increase the coverage of emissions reported for facilities with emissions above the reporting threshold.  Nonetheless, facilities below the threshold may not be directly comparable to facilities over the emission threshold due to differences in the types of emission sources present at the facility.  EPA will continue to analyze the emissions from reports as well as link the information to the US GHG Inventory to identify what fraction of emissions from petroleum and natural gas systems are covered by the GHGRP.
