The user needs to enter the data only once. Please see the screenshots below:

Landfill should be indicated as open. Any changes made to 2010 row in RY2011 will be reflected in both years. A new row appears in RY2012 with data prefilled in the rows 2010 and 2011.

Waste Characterization Information

When entering new RY data, all the data prior to selected RY is available to the user (if this is not the users first submission) and the user has to enter data only for selected RY.
