Q464. For an offshore petroleum and natural gas production facility, are emissions from stationary sources of fuel combustion to be quantified and reported in accordance with the methodologies specified in 40 CFR Part 98 Subpart C?

A464. If your offshore petroleum and natural gas production facility is subject to reporting to the GHGRP, then the emissions reported to the GHGRP from stationary sources of fuel combustion, except flares, must be determined and reported using methodologies specified in 40 CFR Part 98 Subpart C; flare emissions must be reported under subpart W, consistent with BOEM (30 CFR 550.302 through 304).

Note: The Bureau of Ocean Energy Management (BOEM) and the Bureau of Safety and Environmental Enforcement (BSEE) replaced the Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) in October 2011.  Additionally, BOEM has replaced the GOADS database with the Outer Continental Shelf Air Quality System (OCS AQS) beginning with its 2021 emissions inventory. The applicable regulatory citation is now 30 CFR 550.302 through 304 instead of 30 CFR 250.302 through 304.
