A470. In response to industry comments regarding burden, EPA finalized requirements (40 CFR 98.233(s)) to use Bureau of Ocean Energy Management (BOEM) reporting methods for all offshore facilities under Subpart W. As the Outer Continental Shelf Air Quality System (OCS AQS; formerly GOADS) is under BOEM jurisdiction, EPA has no authority regarding OCS emissions inventory's guidelines or methods. As such, BOEM's requirements as outlined must be followed. EPA notes that, historically, BOEM has requested hours of operation per month for the "natural gas, diesel, and dual-fired turbines" (NGT) source category as an optional field in OCS AQS. Note: The Bureau of Ocean Energy Management (BOEM) and the Bureau of Safety and Environmental Enforcement (BSEE) replaced the Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) in October 2011. Additionally, BOEM has replaced the GOADS database with the Outer Continental Shelf Air Quality System (OCS AQS) beginning with its 2021 emissions inventory. The applicable regulatory citation is now 30 CFR 550.302 through 304 instead of 30 CFR 250.302 through 304.
